Pursuant to Article 2(23) of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing the exchange of balancing services means either or both:
1. exchange of balancing capacity, and
2. exchange of balancing energy.
According to data referred to in the ACER/CEER Annual Report on the Results of Monitoring the Internal Electricity Markets in 2015 (September 2016, p. 59), in 2015 the most successfully applied tool to exchange balancing services continued to be the utilisation of imbalance netting across borders.
Article 27(1) of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing stipulates that each Transmission System Operator (TSO) applying a central dispatching model is required to use the integrated scheduling process bids for the exchange of balancing services.
Annual Report of the ACER and CEER on the Results of Monitoring the Internal Electricity and Gas Markets in 2016 (Electricity Wholesale Markets Volume) published in October 2017 confirms (p. 49) that the efficient exchange of balancing services is the core element of the Electricity Balancing Network Code, which will provide the legal framework for integrating national balancing markets.
According to the said Report of October 2017 (p. 53), the exchange of balancing services (excluding imbalance netting) across EU borders in 2016 continued to be limited.
